Voor iedereen die vloeistoffen in bulk vervoert op B2B-routes verandert dit het perspectief op de vraag of verpakking eenmalig wordt gekocht of meermaals wordt gebruikt. De omvang van de verplichting hangt af van hoe de verpakking wordt gebruikt: ze geldt niet voor elke zending op dezelfde manier, en ze rust niet op de verpakkingsfabrikant. Deze pagina zet uiteen hoe de reikwijdte is opgebouwd.<\/p>\n\n  <h2>Wat de doelstelling werkelijk vereist<\/h2>\n  <p>Vanaf 1 januari 2030 moeten marktdeelnemers die transportverpakkingen gebruiken, inclusief IBC&#8217;s (Intermediate Bulk Containers), die expliciet worden genoemd in <strong>Artikel 29(1)<\/strong>, ervoor zorgen dat ten minste <strong>40%<\/strong> van die verpakkingen herbruikbaar is binnen een hergebruiksysteem. Vanaf 1 januari 2040 stijgt het doel naar <strong>70%<\/strong>, al betreft dit een &#8220;inspanningsverplichting&#8221; en geen harde doelstelling.<\/p>\n\n  <div class=\"ppwr-scopebox applies\">\n    <h3>Twee situaties waarin het niet 40% is, maar alles<\/h3>\n    <p>Op grond van <strong>Artikel 29(2)<\/strong> en <strong>29(3)<\/strong> vervalt het percentage volledig in twee specifieke gevallen: transportverpakking die wordt verplaatst tussen de eigen locaties van een marktdeelnemer (of naar een verbonden\/partneronderneming), en transportverpakking die wordt gebruikt om te leveren aan een andere marktdeelnemer binnen dezelfde <em>lidstaat<\/em>. In beide gevallen vereist de PPWR dat die verpakking volledig herbruikbaar is, vanaf 1 januari 2030. Als het merendeel van de zendingen van een klant onder een van deze twee categorie\u00ebn valt, is de werkelijke doelstelling geen 40%, maar bijna alles.<\/p>\n  <\/div>\n  <p>Al het overige, dus grensoverschrijdend B2B-transport tussen niet-verbonden ondernemingen, valt onder de algemene doelstelling van 40% (2030) \/ 70% (2040, als streefdoel).<\/p>\n\n  <div class=\"ppwr-scopebox derogated\">\n    <h3>Gevaarlijke-stoffenroutes (ADR): uitgezonderd<\/h3>\n    <p><strong>Artikel 29(4)(a)<\/strong> zondert transportverpakking die wordt gebruikt voor gevaarlijke stoffen onder Richtlijn 2008\/68\/EG (de EU-richtlijn die ADR implementeert) uit van al het bovenstaande: de 40%-doelstelling, het 70%-streefdoel en beide 100%-subverplichtingen. Drie verdere uitzonderingen staan naast deze in Artikel 29(4): grootschalige, op maat ontworpen verpakking voor machines; bepaalde flexibele verpakking voor voedselcontact; en kartonnen dozen. Minder relevant voor starre IBC&#8217;s, maar onderdeel van dezelfde uitzonderingslijst.<\/p>\n  <\/div>\n\n  <h2>Waar de doelstelling in de PPWR staat<\/h2>\n  <p>Artikel 29 stelt de doelstellingen zelf vast: de algemene cijfers van 40%\/70%, de twee 100%-subverplichtingen en de uitzonderingslijst. <strong>Bijlage VI<\/strong> stelt de operationele vereisten vast voor het hergebruiksysteem dat die doelstelling realiseert. Deel A omvat wat elk hergebruiksysteem moet hebben: een vastgestelde governancestructuur, een ontwerp dat voldoet aan het minimumaantal rotaties dat is vastgelegd in de gedelegeerde handeling onder Artikel 11(2), retourlogistiek en reconditionering, rapportage, en uitgebreide producentenverantwoordelijkheid voor verpakking die afval wordt, met afzonderlijke aanvullende regels voor gesloten versus open systemen. Deel B omvat de reconditionering zelf: toestandsbeoordeling, reiniging en wassen, reparatie, en een geschiktheidscontrole voordat de verpakking weer in gebruik wordt genomen. Deel C betreft specifiek navulstations, wat niet relevant is voor transportverpakking.<\/p>\n\n  <p>Wat het minimumaantal rotaties specifiek betreft: Artikel 11(2) vereist dat de Commissie een gedelegeerde handeling vaststelt die het minimumaantal keren bepaalt dat een eenheid herbruikbare verpakking een hergebruikcyclus moet kunnen voltooien voordat deze meetelt voor de doelstelling van Artikel 29. Die gedelegeerde handeling is nog niet gepubliceerd. Tot die tijd kan geen numeriek rotatiecijfer, noch voor VARIBOX, noch voor enige andere verpakking, worden geclaimd ten aanzien van de PPWR-doelstelling zelf. Duurzaamheids- en valtestbewijs kan vandaag al worden gedeeld, maar als gegevens over de gebruiksduur, niet als een bevestigd regelgevend rotatieaantal.<\/p>\n\n  <h2>Waarom de druk nu toeneemt<\/h2>\n  <p>Hergebruikdoelstellingen zijn niet de enige hefboom die vervoerders van bulkvloeistoffen richting herbruikbare systemen duwt. De PPWR verandert ook de kostenkant van wegwerpverpakking via eco-gemoduleerde heffingen in het kader van uitgebreide producentenverantwoordelijkheid (EPR): minder recyclebare verpakking krijgt hogere heffingen, bovenop de documentatie- en rapportagelast die wegwerpverpakking bij elke zending met zich meebrengt. Een herbruikbare IBC-vloot spreidt de initi\u00eble investering over veel cycli, in plaats van deze kosten per zending op te stapelen. Waar het omslagpunt van de totale eigendomskosten ligt, hangt af van het zendingsprofiel, de dichtheid van de retourlogistiek en de huidige wegwerpkosten, dus publiceren wij geen algemeen besparingspercentage. Dat model bouwen we samen met klanten die dat willen.<\/p>\n\n  <h2>Wie de hergebruikverplichting draagt<\/h2>\n  <p>Artikel 29 legt de verplichting bij &#8220;marktdeelnemers die transportverpakking gebruiken&#8221;, niet bij verpakkingsfabrikanten als zodanig. De PPWR definieert &#8220;marktdeelnemer&#8221; breed, in Artikel 3(12): fabrikant, leverancier, importeur, distributeur, gemachtigde vertegenwoordiger, eindverdeler en fulfilmentdienstverlener. VARIBOX is fabrikant en leverancier van de container. Uw organisatie is de marktdeelnemer die de container gebruikt om goederen te vervoeren. De verplichting uit Artikel 29 rust op wie de verpakking daadwerkelijk gebruikt. Voor een VARIBOX-klant die een product verzendt in een VARIBOX IBC betekent dit uw organisatie, niet VARIBOX.<\/p>\n\n  <div class=\"ppwr-pullquote\">\n    <p>Een herbruikbaar systeem draagt de hergebruikverplichting niet over aan de fabrikant, maar maakt die verplichting wel realistisch haalbaar.<\/p>\n  <\/div>\n\n  <h2>Waar VARIBOX in past<\/h2>\n  <p>VARIBOX is een herbruikbaar IBC-systeem, ontworpen voor herhaald gebruik in gesloten-kringloop-logistiek: \u00e9\u00e9n eenheid, veel cycli, in plaats van een stroom wegwerpverpakking. Dat is het praktische startpunt om een hergebruikdoelstelling te halen: duurzaamheidsbewijs (valtests, wascyclusgegevens, praktijkprestaties, gekoppeld aan de minimumrotatiebasis van Artikel 11(2)) en een documentatielaag die hergebruikcycli, reinigingslogboeken, leveranciersverklaringen en conformiteitscertificaten omvat, zodat de administratie een audit doorstaat en voldoet aan de vereisten van Bijlage VI Deel A\/B voor een hergebruiksysteem. Het is eerlijk om te zeggen dat VARIBOX PPWR-gereedheid voor de hergebruikdoelstelling ondersteunt. VARIBOX neemt de hergebruikverplichting echter niet voor u over, en laat de ADR-routevrijstelling niet verdwijnen.<\/p>\n\n  <h2>Veelgestelde vragen<\/h2>\n\n  <h3>Betekent de aankoop van VARIBOX dat we PPWR-conform zijn op het gebied van hergebruik?<\/h3>\n  <p>VARIBOX biedt u de twee zaken die de doelstelling daadwerkelijk vereist: een herbruikbaar systeem ontworpen voor herhaalde cycli, en de documentatie per eenheid (hergebruiklogboeken, reinigingsregistraties, verklaringen, conformiteitscertificaten) die een hergebruiksysteem nodig heeft om een audit te doorstaan. Wat VARIBOX niet doet, is de verplichting zelf overnemen. Onder Artikel 29 blijft die bij de marktdeelnemer die de verpakking gebruikt: uw organisatie. VARIBOX is het instrument dat de doelstelling realistisch haalbaar maakt; de verantwoordelijkheid om die te halen ligt bij u.<\/p>\n\n  <h3>Geldt de hergebruikdoelstelling als we gevaarlijke stoffen vervoeren?<\/h3>\n  <p>Niet voor ADR-gereguleerde routes. Artikel 29(4)(a) zondert verpakking voor gevaarlijke stoffen onder Richtlijn 2008\/68\/EG volledig uit van de hergebruikdoelstelling: van de 40%-doelstelling, het 70%-streefdoel en beide 100%-subverplichtingen. Voor niet-ADR-goederen hangt het toepasselijke aandeel af van de zending (zie het overzicht van de reikwijdte hierboven).<\/p>\n\n  <h3>Welke documentatie levert VARIBOX om een hergebruikclaim te onderbouwen?<\/h3>\n  <p>Hergebruikcyclusregistraties per eenheid, reinigingsregistraties, leveranciersverklaringen en conformiteitscertificaten, plus valtest- en duurzaamheidsgegevens gekoppeld aan de minimumrotatiebasis van Artikel 11(2). Een gereedheidsdocumentatiepakket staat gepland voor 2026.<\/p>\n\n  <h3>Verlagen herbruikbare verpakkingen onze EPR-heffingen?<\/h3>\n  <p>Niet automatisch, en wij publiceren geen algemene besparingspercentages. EPR-heffingen zijn eco-gemoduleerd (minder recyclebare verpakking krijgt hogere heffingen), en wegwerpverpakking brengt bij elke zending documentatie- en rapportagekosten met zich mee, terwijl een herbruikbare vloot die kosten over meerdere cycli afschrijft.
